Technical/Experts and Ambassadorial Meeting on Capacity Building Support to Somalia

Meeting Outcome
In a follow up to the Consultative Meeting to AU Member states that pledged training or service support to the Somalia Transitional Federal Government (TFG) held on 6 June 2009 Nairobi, Kenya and, in accordance with the IGAD Ministerial council and the AU Peace and Security Council communiqués of 20 May 2009 and 10 July 2009, and 22 May 2009 respectively, and UN Security Council resolution 1872 (2009) calling for more concerted and coordinated efforts by the LAS, IGAD, AU, and UN in addressing the Somalia crisis, a Technical/Experts and Ambassadorial meeting attended by representatives of 39 countries and 14 International organisations took place in Nairobi, Kenya on 14 and 15 July 2009, respectively.
The two day meeting was convened by IGAD, UNPOS, LAS and AMISOM to discuss the urgent training requirements and other capacity building needs of the Somalia TFG and produce an implementation matrix including a coordination mechanism for its effective implementation and sustainment.
The Ambassadorial meeting reviewed and endorsed the recommendations of the Technical Officers/Experts contained in detailed implementation matrixes which capture priority areas for training and capacity building interventions for the Military, Police and Public Services vis-a-vis resources pledged by partners at the Brussels Conference on 22-23 April 2009. In order to ensure effective implementation of the specified capacity development proposals, the meeting recommended a follow up Technical Workshop to articulate projected costs and any national caveats for pre-training, training, post-training as well as follow-up requirements for the consideration of partners.
NormalNoting that the implementation of the recommendations of the Technical Officers/Experts will be challenging, particularly given the urgent and competing priorities of the TFG, the meeting called upon all partners – both present and others - to continue to coordinate their offers and realise their pledges as quickly as possible to ensure effective delivery of the outcomes of this meeting. All elements discussed over the past two days are intrinsically linked to the restoration of peace and stability in Somalia and, most importantly, the ability of the TFG to deliver much needed services to the people of Somalia.
The meeting urged all stake holders, under the auspices of the LAS, IGAD, AU and UN, to remain seized of the urgent capacity building needs of the TFG.
