Kenya's Somali community has complained of the security crackdown on the country's refugees.
Tens of thousands are being forced to return to remote and overcrowded camps, and are being threatened with prosecution if they don't.
Some of the refugees affected by the clampdown say they will challenge their detention in court.
They want to stop the government from arresting, deporting and sending refugees to designated camps.
Al Jazeera's Haru Mutasa reports from Nairobi.
